Civil & Environmental Consultants, Inc. (CEC), is looking for a Strategic Human Resources Business Partner to support our growing organization. In this role, you'll be responsible for building successful relationships within all levels of the organization to proactively develop and execute human capital plans that will positively impact the company. The HRBP is responsible for key talent development, organizational processes and workplace practices including workforce planning, talent acquisition, performance and change management, organizational design, manager/team assimilation, compensation, talent reviews and company initiatives.

The HR Business Partner will:
  • Partner with business, functional and HR leaders to develop business and HR strategies to address the current and future direction of HR.
  • Deliver broad scale human resource consulting, coaching and human capital solutions to leaders and employees.
  • Evaluate and advise on the impact of new programs/strategies and regulatory action as those items impact the attraction, motivation, development, and retention of HR team members.
  • Coach and develop leaders to optimize performance.
  • Develop rich talent pipelines needed to drive both current and future business needs.
  • Build a change-capable organization that helps employees to thrive in a constantly changing environment.
  • Efficiently manage multiple and changing priorities and trends across multiple HR disciplines.
  • Identify and addresses implications of organizational change and local policy/practice initiatives.
  • Effectively analyze, leverage and share key insights and actions based on HR data and metrics
  • Leverage technology, tools and resources to optimize organizational effectiveness (people, process, policy).
  • Drive and support key HR initiatives.
  • Recognize, articulate and helps shape the company and culture.
  • Sustain leader focus on engagement of employees; recognize trends; design and implement HR solutions to address.
  • Facilitate finding HR solutions to difficult/urgent situations.
  • Facilitate dialogue and discussion to align others on values and encourage collaboration.
  • You will provide guidance on employee relations (investigations, employee counseling and termination process), compliance, benefits administration, recruiting and implementation of HR programs.
  • Direct responsibility for the knowledge, application and compliance with current labor laws, rules and regulations.
  • Partner with Talent Acquisition to support full life cycle recruiting, including participating in the selection process.
  • Work with managers to establish staffing strategies designed to accomplish metrics
  • Guide managers through the performance management process. Ensure that evaluations and recommendations are completed and within guidelines.


  • 7+ years of progressive Human Resources experience , with at least 3 years of Strategic human partnership experience.
  • Business partnership within a matrix environment
  • Demonstrated experience in organizational design/development and change management.
  • Demonstrated ability to use HR experience and business knowledge to drive achievement of business goals.
  • Talent retention/development experience.
  • Strong Communication, project management and problem-solving skills.
  • E xperience maintaining strict confidentiality of information
  • Experience understanding and translating the priorities of the business and integrating the HR value proposition and strategies to meet our needs
  • Familiarity and understanding of HR Information Systems

Preferred Qualifications:
  • SHRM-CP/SCP or PHR/SPHR certification
  • Master's Degree/Advanced Degree preferred

  • Bachelor's Degree required
