Job Title: GIS Analyst

Department: Information Technology

Reports To: GIS Program Manager

Job Summary:

The GIS Analyst is responsible for helping establish and execute a data maintenance program to ensure the accuracy and completeness of the City’s geographic information. This is accomplished by performing cartography and spatial analysis in collaboration with departmental requests using GIS software. With opportunities to identify and improve decision-making, operations, efficiency and transparency through visualization, analysis, and sharing of geographic information—then implementing cost-effective and reliable GIS solutions to meet the City’s needs. This position works under the direction of the GIS Program Manager.

Essential Duties and Responsibilities:

Maintains the GIS database to ensure consistent and accurate data;

Assists in the creation and updating of a citywide data maintenance program;

Develops and maintains data layers in accordance with a data maintenance program;

Produces web mapping, dashboards, and related applications through ArcGIS Enterprise;

Researches and verifies legal descriptions and analyzes information from a variety of sources to develop standardized data for incorporation into the GIS;

Troubleshoots problems with the GIS mapping system, and provides GIS technical support;

Receives cross-training on GIS automation scripting and assists in this area where appropriate;

Analyzes spatial data using ESRI ArcGIS tools and SQL and SQL Spatial queries;

Analyze relational data using SQL;

Create SSRS (SQL Server Reporting Service) reports;

Analyzes and interprets mapping data to verify accuracy and correct errors;

Acts as a technical resource by assisting users with problem resolution for GIS issues;

Performs UAV imagery capture including flight plans and processing final products;

Assists department staff in identifying the best approaches to perform geographic information analysis and or perform GIS workflows;

Communicates with city officials, staff, business community representatives, vendors, contractors, and consultants on GIS related activities or projects;

Trains other staff in the use and capabilities of GIS;

Supports other GIS staff;

Supports plotter for both user and technical issues;

Assists in software upgrades for ESRI products and in the transition from all the child systems;

Makes purchase recommendations, including assessing user needs and providing justification;

Performs all work duties and activities in accordance with City policies, procedures and safety practices;

Assists in preparing the budget by researching GIS software;

Other duties as assigned.

Job Specifications:

Bachelor’s degree in GIS, Information Systems, Geography, Planning, Engineering, or related field, and a minimum of 3 years of experience working with Geographic Information Systems; or any equivalent combination of education, training and experience which provides the knowledge, skills, and abilities necessary to perform the work;

UAV Remote Pilot Certification required within 6 months of hire.

Knowledge, Skills & Abilities:

Knowledge of ESRI GIS mapping software;

Ability to perform basic GIS programming and basic scripting;

Knowledge of metadata creation and editing;

Ability to create and understand SQL queries;

Knowledge of SQL Server Management Studio (SSMS);

Knowledge of security best practices and internal controls for data management;

Knowledge of principles and techniques of system analysis, design, and implementation of GIS systems;

Ability to document and keep records of technical information;

Knowledge of basic relational database fundamentals;

Ability to complete assignments and meet deadlines;

Must be able to maintain confidentiality and security of data;

Ability to interpret maps, charts, legal descriptions, and engineering drawings;

Ability to explain technical concepts and procedures to non-technical users;

Ability to establish and maintain effective working relationships;

Strong verbal and written communication skills;

Willingness to foster a team environment and be open to input from others;

Must have strong customer service skills.

Work Environment and Physical Demands:

Work is performed primarily in an office environment with moderate noise level;

Requires sitting at a desk or computer terminal for long periods of time and ability to lift up to 60 lbs.;

Requires clarity of speech and hearing, which permits the employee to communicate effectively;

Requires clear vision to read printed materials and computer screen to accomplish work;

Requires repetitive movement of the wrists, hands, and/or fingers;

Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.

Travel Requirements:

Local travel is occasionally required. Must hold a valid driver’s license.
