DEA's Seattle, WA office is seeking a Transit and Rail Planning Leader to lead transit pursuits and manage projects in the Puget Sound Region and throughout our company's map. The position will involve DEA leadership for the Transit and Rail Planning Team and will be a "seller / doer" position. The seller side of the position will include high profile project pursuits involving extensive client, political, and public interactions. The person in this position will lead team and scope development and execution in conjunction with appropriate technical professionals in multiple transportation, project and program management, and environmental disciplines. The individual in this position will also plan, direct, and monitor all aspects of large multi-disciplinary transportation projects that may include: Local, regional, and national transit / transportation plans, transit planning reports, studies for light rail, commuter rail, and bus modes, and Environmental documents. The person in this position will also be responsible to coordinate project staffing and workload management on transportation projects. The individual in this position will be a key member of the DEA Transit and Rail (TaR) team and will be responsible for the pursuit and management of major transit and planning projects.

Responsibilities include but are not limited to:
  • Coordinating with the Transit and Rail Practice Leader and staff in all DEA markets to identify and enhance opportunities related to transit and transportation planning and transit projects
  • Working with the Transit and Rail Practice Leader, as the Planning Group Manager, to attract, develop, and supervise staff, set expectations, and manage performance
  • Directly manage projects (as a Project Manager), support and train staff in project development and delivery, including scoping, budgeting, contract negotiations and project execution
  • Manage staffing and workload balancing for Transit and Rail planning projects considering available resources, staff skill sets, and career development opportunities
  • Working in a highly flexible, team-oriented environment with responsibility for business development, sales, and internal and external client deliverables and schedules
  • Serving as a project pursuit champion, when applicable, particularly in regard to transit planning and environmental light rail, commuter rail, other rail passenger mode, and bus rapid transit (BRT) pursuits
  • Serving as a client team leader, when appropriate, for the purposes of business development, client management, project recovery, and client profitability
  • Assisting in preparing proposals, participating in interviews, and providing input and oversight in development of project scopes, schedules, and budgets
  • Working with the Transit and Rail Practice Leader, Business Development, and Marketing leaders in the Puget Sound region and elsewhere within DEA to initiate, identify and support project pursuits, and assist in project execution
  • Assisting with strategic planning for future growth and internal team building for the companywide DEA Transit Planning groups and the Transportation Business Unit


Basic Qualifications:
  • Bachelor's Degree in Planning, Engineering, or a related discipline
  • Minimum of 15 years of relevant experience with transit planning projects and programs
  • Experience managing transit related projects
  • Ability to communicate and work in a team-oriented environment across geographies


Preferred Qualifications:
  • Professional registration such as AICP, PE, and/or PMP preferred
  • Experience in the Puget Sound and U.S. transit market

  • Anticipated salary range for this position is $150,000-$200,000 based on experience and location
